GRANT OF MEDICAL ALLOWANCE TO CIVIL EMPLOYEES/ PENSIONERS OF THE FEDERAL GOVERNMENT.

OFFICE MEMORANDUM

Subject:-    GRANT OF MEDICAL ALLOWANCE TO CIVIL EMPLOYEES/        PENSIONERS OF THE FEDERAL GOVERNMENT.

                        In partial modification of this Division’s O.Ms. No. 1(1)Imp/2010-622, and No. F.16(1)Reg-6/2010-778 both of dated 5th July, 2010 regarding the subject mentioned above, the undersigned is directed to state that it has been decided in consultation with Ministry of Health that serving/retired civil employees of the Federal Government or member of his/her family, suffering from the following chronic diseases, will be entitled for reimbursement of amount spent on account of purchase of medicines for the medical treatment at OPD:-

1)     
Chronic pulmonary-cardiovascular and circulatory disorders.
2)     
Tumours, maliganancies, cancer and chronic blood disorders (Thallassaemias etc.)
3)     
Chronic hepato-renal disorders, organ failure, dialysis and transplants.
4)     
Chronic neuro-psychiatric diseases,   neuropathies, epilepsy, paralysis.
5)     
Chronic inflammatory-infectious diseases (rhematoid arthritis, hepatitis, TB, tetanus etc.)
6)     
Chronic endocrine disorder (diabetes/goiter pancreatitis etc).
7)     
Chronic degenerative disorders.
8)     
Poisoning, dog and snake bite.
9)     
Drug Abuse, STD, HIV/AIDS, VHF.
10)  
Chronic skin diseases, allergies – chronic connective tissue and immune disorders.
11)  
Injuries including orthopedics, burns, gunshot, blast and head  injuries.
12)  
Day surgery (obstetric-gynae disorders, deliveries, cataract and eye/ ENT day procedures).
13)  
Shock, cardiogenic shock, stroke and electrolyte disorders.
14)  
Treatment for eye, ENT and disabilities/handicapps.
15)  
Dental treatment.

2.                     The financial impact arises-out from reimbursement of medical charges in the matter will be met out of the allocated budget for the year 2010-2011 by the respective Ministries/Divisions and no supplementary grant would be given on this account.

3.                     Ministry of Health will issue necessary instructions for constitution of a Medical Board at each Government Hospital, which will examine the serving/retired Government servant or a member of his/her family and decide suffering from chronic disease, not covered under the above stated list, for reimbursement of medical expenses incurred for the treatment in OPD and their decision shall be final.

Subject:-   REVISION OF RATES OF PH.D ALLOWANCE AND SPECIAL SCIENCE & TECHNOLOGY ALLOWANCE.

                        The undersigned is directed to refer to this Division’s O.M. No. F.1(3)Imp.I/88, dated 1.7.1988, O.M. No. F.1(9)Imp/2000, dated 8.5.2002, O.M. No. F.1(9)Imp/2000, dated 22.9.2003 and O.M. No. F.1(9) /Imp/2000 dated 12.09.2007 and to state that it has been decided to revise the rates of the Ph.D Allowance and Special Science & Technology Allowance with immediate effect as under:-

Subject:-  GRANT OF SPECIAL SCIENCE AND TECHNOLOGY ALLOWANCE.

           The undersigned is directed to refer to this Division’s O.M. No. F.1(97)-R.3/83, dated 8th April, 1986 and O.M. No. F.3(1)Imp.I/88, dated 1st July, 1988 and to say that it has been decided to grant Special Science & Technology Allowance to Ph.D degree holders working in R&D Organizations, Universities and Science & Technology Institutions/Centres in the subjects mentioned at Annex to this O.M. w.e.f. 1st July, 2001 as per following criteria:-

a)  Scientists having Ph.D. degree holders in the relevant field and at least 5 years postdoctoral research experience in the relevant field.

b)  Research should be supported with tangible proof to be determined by the Pakistan Council for Science and Technology.

c)  Those Scientists who are working on administrative posts and are not actively engaged in research shall not be entitled to receive this allowance.

2.         The rate of Special S&T Allowance would be Rs. 5000/- p.m. All those who shall receive this allowance on account of Ph.D. degree in specified subjects as per annex shall cease to receive Ph.D. Allowance i.e. Rs. 1500/- p.m. drawn by them presently.

CLARIFICATION REGARDING GENERAL AGE RELAXATION OF 5 YEARS IN UPPER AGE LIMIT PRESCRIBED IN RECRUITMENT RULES.

OFFICE MEMORANDUM

Subject:-        CLARIFICATION REGARDING GENERAL AGE RELAXATION OF 5 YEARS IN UPPER AGE LIMIT PRESCRIBED IN RECRUITMENT RULES.

            The undersigned is directed to say that Establishment Division SRO 1079(I)/93, dated 4th November, 1993 was amended vide SRO 586(I)/99, dated 18th May, 1999 to provide as under:-
                        “The maximum age limit prescribed for initial appointment under any rules for the time being in in force shall be relaxed for a period five years”

2.                     It is clarified that

i)                    The above cited relaxation is with reference to the upper age limit prescribed in the recruitment rules of posts made under sub-rule (2) of Rule -3 of Civil Servants (Appointment, Promotion and Transfer ) Rules, 1973 and is not applicable to the case of Competitive Central Superior Services Examination conducted by the Federal Public Service Commission.
 ii)                  All the candidates who otherwise, fulfill the eligibility conditions of initial recruitment to a post as prescribed in the Recruitment Rules are entitled to it. Entitlement to the said relaxation is not subject to any discretionary powers.

3.                     In order to ensure that the above mentioned facility is availed by all intending eligible candidates. It is necessary that whenever vacancies are advertised and an upper age limit as prescribed in the recruitment rules is mentioned in the advertisement, it should be clearly highlighted in the advertisement that the general concession of relaxation of upper age limit upto five years SHALL be available to all the candidates.

4.                     All Ministries / Divisions / Departments and the Federal Public Service Commission are, therefore, requested to clearly indicate in their advertisements that government has allowed general relaxation upto five years over the age limit prescribed in the Recruitment Rules of posts and given in the advertisement.

5.                     This supersedes Establishment Division O.M. of even number dated 23.11.2000.
