Subject: BAN ON RECRUITMENT PROCESS IN FEDERAL MINISTRIES/DIVISIONS/
AUTONOMOUS
BODIES/CORPORATIONS.
In
continuation of this Division's O.M. of even number dated 20-6-2013 on the
above subject it is clarified that the ban placed on recruitments vide above
mentioned order shall not be applicable to the posts being filled in through
FPSC and to the appointments of Heads of Public Sector Organizations, Chief
Executive Officers (CEOs) and similar other appointments which are being made
either in compliance of the decision of the court through prescribed
procedure or wherein operational need requires such appointments. In case of
any confusion in this behalf specific clarification may be sought from the
Competent Authority.
2. All Ministries/Divisions are
requested to bring the above decision to the notice of the department/organizations under their
administrative control for compliance.

Subject: BAN ON RECRUITMENT PROCESS IN FEDERAL
MINISTRIES/ DIVISIONS/ AUTONOMOUS BODIES/CORPORATIONS.
In continuation of
this Division's O.M. of even number dated 20-6-2013 on the above subject, it
is clarified that recruitment in Constitutional Bodies and against
"Assistance Package for families of Government Employees who die in
Service" have been exempted from the ban on appointments, due to
operational needs and on humanitarian grounds, respectively. The ban on
recruitment in other three categories may however continue. If there is a
pressing need and justification could be provided, the same will be considered
for relaxation through MS Wing of this Division, on case to case basis, with
the prior approval of Hon'able Prime Minister.
2. All Ministries/Divisions are
requested to bring the above decision to the notice of the departments/organizations under their
administrative control for compliance.

Subject: AMENDMENT
IN PROCEDURE FOR OFFICERS RECOMMENDED FOR SUPPERSESSION BY DEPARTMENTAL
SELECTION COMMITTEES/ CENTRAL SELECTION BOARDS.
The undersigned is
directed to refer to this Divisions O.M.No.1/1/2001CP-II dated 3rd September, 2005 and 17th November, 2005 on the above subject (copies
enclosed) and to further clarify the contents of the said O. M. as per following
illustrations/elaboration:-
PERs for
two full years shall imply, two full years PERs earned after
consideration/ supersession by the Selection
Board and will include the PER which was neither due nor placed before the
Selection Board even if it relates to the previous year.
Illustration I
If
an officer A is considered by the Selection Board in Jan, 2007 when his PER
for 2006 is neither due nor placed before the Selection Board and superseded.
He will be considered after earning 2 full year PERs for
2006 and 2007.
Illustration II
If an
officer B is considered by the Selection Board in January 2007 when his PER
for 2006 is not due but placed before the Selection Board and superseded. He
will be considered after earning two full years PERs for
2007 and 2008.

If
an officer C is considered by the Selection Board in May, 2007 when his PER
for 2006 is due and placed before the Board and superseded. He will be
considered after earning the PER for 2007 and 2008.
2. The
Ministries/ Divisions are requested to bring the above clarification to the
notice of all Attached Departments/ Subordinate Offices under their
administrative control, for compliance/guidance.
